MVCC was created by and exists at the pleasure of the municipal governments of Centerville, Germantown, Kettering, Miamisburg, Moraine, Oakwood, Springboro, and West Carrollton. It is their support and the resources they contribute that determine and shape what we do. To that end, our primary focus is serving the needs of those governments and their constituents. Recognizing that our actions affect others (for example, our programming extends to a wider area than the geographic boundaries of our members), we will be conscious of that fact and to the extent that we can, will accommodate and serve the needs of that larger community as long as it does not conflict with or reflect unfavorably upon our members or ourselves.
MVCC, in collaboration with its member municipalities, exerts complete and absolute control, within the limits of the law, of the content and all uses of the government access channels. To that end, we reserve to ourselves the right to apply, adapt and interpret all policies in ways that best serve our collective interests.
The education channel is available for the use of educational institutions within the member municipality’s jurisdiction, so long as those uses conform to the policies for such uses that follow. In allocating the use of the education access channel, the priority will go to public school districts, second to public institutions of higher education, third to private elementary and secondary schools, and fourth to other private educational institutions.
Use of the public access channel is subject to controls imposed by law (obscenity, defamation, copyright, etc.) and by the policies that follow. Priority for use of the public access channel goes first to residents of MVCC member municipalities; second to residents within the area served by MVCC programming; and third to any others. The following policies shall be most liberally interpreted on behalf of the first category of users. Use of the public access channel is extended to persons in the second and third categories as a courtesy and may be withdrawn at any time and for any reason. Second category users are encouraged to use the channel to the extent that such use does not conflict with the interests of MVCC or its members or reflect negatively on them. Programs from persons in the third category may be accepted for use to the extent that they may prove useful or informative for viewers.

TRAINING
1. MVCC will provide training in the use of video production equipment, editing, and studio production at a nominal fee to citizens of and organizations located in its member cities. For purposes of this policy, citizens must reside within the corporate limits of those cities.
2. Non-residents are permitted to take classes for a fee to be established by MVCC.
3. Admission to classes will be on a first-come, first-paid basis, except those non-residents may be pre-empted from a class in favor of a resident. Non-residents will be rescheduled or their money refunded.
4. MVCC may, at their discretion, permit non-residents to volunteer time and/or services to the organization instead of payment.
5. To use MVCC’s equipment and facilities, individuals must demonstrate their proficiency by completing and becoming certified at the various levels of instruction. The levels of instruction are :
·Basic TV Production – Enables a community producer to check out equipment for remote single-camera production, operate editing and graphics equipment.
·Studio – Enables a community producer to operate studio equipment and reserve the studio for production.
·Exceptions may be granted to individuals who are current, valid access cardholders in good standing with other access facilities. These individuals may obtain certification without attending classes if they complete the following procedures :
a. Show proof of current access certification.
b. Pay associated training fees.
c. Demonstrate proficiency as determined by MVCC staff.
d. Complete all appropriate paperwork.
6. Access cards remain valid for a year at a time. To retain certification, a community producer must :
a. Complete and/or assist in the production of two cablecast programs annually. Those who do not satisfy these minimum requirements must be re-certified before they will be issued new access cards and be entitled to reserve equipment and/or facilities. Re-certification procedures include:
· Showing proof of current access certification.
· Payment of associated training fees.
· Demonstration of proficiency as determined by MVCC staff.
· Completion of all appropriate paperwork.
b. A volunteer must contribute a minimum of twelve hours annually.
c. Volunteers may test out of classes at the discretion of MVCC staff by:
· Payment of class fees.
· Verification of video knowledge via a resume or video samples.
· Participate in a “one-on-one” session with MVCC staff to discuss policies.
· Completion of all appropriate paperwork.
Any community producer whose certification has expired may apply for recertification no later than 90 days after the expiration date. Thereafter, certification requires completion of applicable MVCC TV Production Course at the required fees.
EQUIPMENT AND FACILITIES USE
1. MVCC will make available to the citizens and organizations of its member cities equipment and facilities for producing programs for the access channels on a non-discriminatory, first-come, first-served basis. If more than one request is received for the same equipment at the same time, first-time users may be given preference. Schools in the member cities will receive priority in reserving designated educational access equipment.
Further, new volunteers will be given precedence over volunteers producing series programs. The Volunteer Production Supervisor or his/her designee will make this determination and notify series producers of equipment conflicts. All equipment checkouts and reservations are made at the discretion of MVCC.
2. Non-residents are permitted to use the equipment and facilities for a fee to be established by MVCC. However, MVCC may, at their discretion, permit non-residents to volunteer time and/or services instead of payment. The reservation of equipment or facilities by a non-resident may be pre-empted upon a minimum of 24 hours notice to accommodate a request from a citizen of a member city or to cover an event or production of overriding interest to the member cities. The non-resident’s reservations will be rescheduled or money refunded. All equipment checkouts and reservations are made at the discretion of MVCC.
3. Non-residents who are producing a program for an agency or organization located within or of overriding interest to one of the member cities, (as determined by the Director of Cable Operations, or his/her designee), will not be charged for the use of the equipment or facilities, nor will their reservations be pre-empted.
4. MVCC intends to encourage and facilitate productions by residents and community organizations. MVCC may be available to provide production services and assistance for a period to be agreed upon in advance by the staff and the community producer or organization. If after that time the resident or organization is unable to continue producing programs using volunteers from their membership or MVCC’s volunteer program, they may contract with the staff for production services, at rates established by, and at the complete discretion of, the Miami Valley Communications Council.
5. The equipment and facilities are provided for the express purpose of producing programs that will be cablecast on the community access channels. The use of the equipment to produce programs for private use only or personal or commercial gain, as determined by MVCC staff, is prohibited.
6. The community producer is responsible for any loss of or damage to Cable Council equipment or facilities. He/she must pay for all costs of repair and/or replacement of damaged and/or lost equipment. In addition to the reimbursement of damaged equipment, MVCC may levy an additional $50.00 fine for each instance of damage. This fine will apply to ALL damages that must be paid before any continued equipment or facility use. MVCC reserves the right to pursue other avenues of collection, as necessary.
When damage occurs, equipment and facility use will be immediately suspended until liability is determined and the community producer pays full damages. It is the responsibility of the community producer to examine the equipment at the time of check-in and check-out to verify with staff the equipment is not damaged and is in operating condition. If equipment is lost or damaged, the community producer may be permanently suspended from the facility.
7. A community producer under the age of 18 is permitted to use the equipment and facilities provided that a parent or responsible adult co-signs for their use. The co-signer is then financially responsible for any damages to the facilities and/or damages to or loss of any equipment.
8. A community producer shall not use the equipment or facilities while under the influence of alcohol or drugs or consume alcohol or drugs in MVCC facilities. To do so will result in an immediate suspension of privileges.
9. If a piece of equipment malfunctions, the community producer is to notify a member of staff as soon as possible. Under no circumstances should the community producer attempt to repair the equipment. To do so may result in the suspension of privileges.
10. All programs must be completed within four months of the first production date indicated on the proposal form. Any program not completed after that time may be bulk erased at the discretion of MVCC. Programs proposed and never completed may result in the community producer losing his/her privileges. The Director of Cable Operations, or his/her designee, upon written justification, may grant exceptions from the community producer. (See Program Proposal Section)
11. A new program proposal will not be approved until the current program is completed unless prior arrangements have been made with MVCC staff. Programs proposed and not completed may result in a loss of privileges.
12. The community producer must make every effort to identify him/herself to persons being videotaped and to disclose the content and purpose of the program being produced. In doing so, the producer must not identify him/herself as an employee or representative of the Miami Valley Communications Council, Time Warner Cable, or any other cable company serving the member cities.
13. Any reproductions of the MVCC name and/or logo are prohibited without permission from the Director of Cable Operations.
14. The community producer is responsible for providing any props required for production. MVCC will not be responsible for storage, or liable for loss or damage to any props.
15. No more than eight (8) tapes may be checked out to any volunteer per single or series production, and additional tapes may be purchased from MVCC at a fee to be determined by MVCC staff. Upon written justification from the producer, the Director of Cable Operations may grant exceptions. MVCC will expect and enforce payment of any tapes not returned after six months. A producer with more than eight (8) MVCC tapes may be suspended from the use of the facility until payment has been received.
EQUIPMENT RESERVATION PROCEDURES
1. Staff persons must make equipment and facility reservations for community producers. Community producers are not permitted to sign out their equipment in the reservation books or to reserve edit or facility time. Likewise, equipment must be checked in and out by staff.
2. Producers must specify a date and time when reserving equipment, editing suites, or the studio, and a time for the return of equipment or completion of use of the edit suites and studio. A fifteen (15) minute grace period will be granted for all reservation times. Failure to arrive within the grace period may result in the equipment/facilities being reassigned to another producer. If three (3) reserved dates are missed, a producer’s program proposal may be canceled. Repeated abuse of reservation times may result in permanent suspension.
3. A community producer who is certified in Basic TV production may borrow MVCC portable equipment according to the following procedure:
· An equipment reservation form must be completed and submitted to the Volunteer Production Supervisor; or his/her designee, at least two weeks, but no more than three months, in advance of the production date. Equipment will not be reserved until the program proposal has been completed, and MVCC staff has approved the reservation.
· The specific hours for portable equipment pick-up and return will be determined on a case-by-case basis by the MVCC staff.
· Failure to return the equipment, within two hours of the specified time may result in a suspension of equipment use privileges.
· The portable equipment may be reserved for a total of three separate times for any one program or episode in a series. The Director of Cable Operations, or his/her designee, upon written justification, may grant exceptions from the community producer.
· The equipment may not be taken out of MVCC’s service area ~ Montgomery, Greene, and Warren Counties. The Director of Cable Operations, or his/her designee, upon written justification, may grant exceptions.
4. The following guidelines are to be followed for the reservation of edit time by community producers:
· Following the completion of videotaping a program, the community producer may reserve up to three (3) hours of edit time per program per week. The Volunteer Production Supervisor, or his/her designee, upon written justification, may grant exceptions from the community producer. Edit time will be reserved only for those programs for which a program proposal has been submitted and approved.
· In the case of a series, regular edit time may be reserved for the life of the series.
· The community producer may not eat, drink or smoke in the editing room. Failure to observe these rules may result in loss of privileges.
5. A community producer who has been studio-certified may use the studio according to the following procedure:
· An equipment reservation form must be completed and submitted to the Director of Cable Operations, or his/her designee, at least two weeks but no more than three months, in advance of the production date. The studio will not be reserved until the proposal has been approved.
· The studio may be reserved for a maximum of four hours at a time no more than once per week. The Volunteer Production Supervisor, or his/her designee, upon written justification, may grant exceptions from the community producer.
· The producer is responsible for ensuring that his/her crew is properly certified. Failure to do so may result in a loss of privileges.
· The producer is responsible for the behavior of crew and talent and for ensuring that they abide by the rules of no eating, drinking, or smoking in the studio or control room. Failure to do so may result in a loss of privileges.
· The community producer is responsible for returning the studio to its pre-production condition. Failure to do so may result in a loss of privileges.
6. The use of MVCC equipment for a multi-camera switched production outside the studio may be granted to community producers who are certified by Basic TV or Studio production, and trained in the use of the portable production unit. All crewmembers must meet the same criteria.
Use of the equipment will be granted provided that the equipment is available and its use will not disrupt operations. The proposal form must be submitted at least two weeks, but not more than three months, in advance of the proposed production date.
The use of an MVCC van for multiple camera production may be granted upon written justification, provided that a staff person operates the van and the use of the van would not disrupt operations. The volunteer must bear the associated expenses for staff time and transportation costs.
Reservation of equipment, edit time, studio, and multiple camera productions will follow this procedure:
1. The equipment, edit time, studio, or multiple camera production reservation form should be completed and submitted to the Volunteer Production Supervisor, or his/her designee
2. The reservation form will then be forwarded to the Director of Cable Operations or his/her designee.
3. If necessary, the Director of Cable Operations or his/her designee will assign staff to work with the community producer.
4. The reservation form will then be returned to the Volunteer Production Supervisor or his/her designee, who will contact the community producer concerning the reservation form.
PROGRAM CONTENT AND OWNERSHIP
1. The following are Miami Valley Communications Council’s Program and Ownership policies :
a. The public/educational access channels may not be used to advertise or promote the sale of products or services, or for the solicitation of funds. Description or praise of a product, service, or business that encourages purchase is not permitted. Intentionally showing business or product names, logos, and other symbols specifically for advertising or promotion is prohibited.
b. No games of chance for money or prizes are permitted. Lottery information and advertisement of lotteries or raffles are also prohibited.
c. Any obscene or otherwise constitutionally unprotected speech shall not be permitted on the access channels. MVCC recognizes that programs with artistic or social merit may contain content or language considered offensive to some viewers. However, programs will be considered for cablecast with every effort to show programming within community standards of decency. Programs containing explicit sexual interaction will not be permitted, nor will programs designed to arouse sexual desire. MVCC may also restrict programs, which it deems to be excessively violent. MVCC reserves the right to schedule adult programming between the hours of 11:00 PM and 6:00 AM. A user may appeal this decision in writing to the Miami Valley Communications Council for review.
d. The community access channels may not be used to slander or libel any individual or group.
e. The MVCC program schedule is subject to change without notice.
2. The above notwithstanding, MVCC will not edit, or alter in any way, the content of material without the permission of the community producer.
3. The community producer is responsible for obtaining all clearances from the owner for use of any copyrighted or protected material, including music licensing organizations, program distributors, and any other persons necessary to authorize transmission of program material on the access channels.
Likewise, the community producer is responsible for securing all talent releases and ensuring the cablecasting of the program does not violate the rights of a third party. Political candidates and/or issue spokesperson(s) are responsible for complying with all local, state, and federal election laws.
The community producer agrees to assume full responsibility for any disputes arising from unauthorized use of copyrighted material and all other legal issues and agrees to hold harmless in such disputes, the Miami Valley Communications Council and Time Warner Cable, the affiliates, officers, agents, and employees.
4. Community producers may seek funding for their programs from private and/or public sources. Credit to funding sources may only be given at the beginning or end of the program and may say only that assistance or support was provided by the funding source.
A character-generated name or logo may appear, but no address, telephone numbers, or pictures of businesses, or location may be used. Audio is limited to “the program was made possible, in part, through the assistance of….” No information regarding services provided may be allowed.
5. Non-profit organizations may include the phone number and address of their organization so those viewers can obtain additional information. Solicitation of products, materials, or fundraising is prohibited.
6. The community producer retains ownership of the content of any program produced with MVCC equipment or facilities and is entitled to one free dub of the program. The community producer must provide his or her tape for dubbing. However, MVCC retains ownership of the master tape and reserves the right to cablecast any program produced using its equipment and facilities any number of times on any of its channels. MVCC may also, at its discretion, erase a program to recycle a videotape or if the material is no longer timely. If the community producer purchases his/her tapes, the producer retains ownership of the master tape.
7. MVCC may charge a fee for copies of any program produced by a member of its staff or by a community producer. Fees are to be established by MVCC. MVCC may not duplicate a community producer’s program for anyone other than the producer without his/her written permission.
CABLECASTING TAPE GUIDELINES
A program may be removed from cablecast if it does not comply with the technical standards of the Miami Valley Communications Council.
The MVCC staff will make every effort to inform and instruct the volunteers and independent producers on how to meet the established guidelines.
MVCC is not responsible for physical damage caused to a tape during its stay in Master Control due to any reason or cause.
A program removed from cablecast is not considered a form of censorship, but a method of complying with the demands of the viewing public and compliance with technical standards set by the FCC and the Society of Broadcast Engineers.
MVCC will make every possible effort to assist the volunteer in correcting tape problems.
PLEASE REFER TO THE MIAMI VALLEY COMMUNICATIONS COUNCIL’S CABLECASTING TAPE GUIDELINES FOR FURTHER DETAILS.
SCHEDULING FOR CABLECAST
1. The use in a monopolistic manner by one or a few select groups or individuals is not deemed to be in the public interest, nor is the domination of one type of programming over another. Channel use limitations will be applied in cases where the public interest in the diversity of programming is not being maintained.
2. MVCC will attempt to satisfy requests for the cablecast of programs at specific times on specific dates, depending upon the availability of equipment and channel time. MVCC reserves the right, however, to schedule programs at its discretion.
3. In allocating channel time for both individual programs and series time slots, the following priorities will be used:
· Live programs. The producer may be asked to demonstrate the need for the program to be live, such as being interactive with viewers.
· Taped studio or remote programs produced by an MVCC certified producer.
· Locally produced programs taped within our service area.
· Locally produced programs taped in Montgomery, Greene, or Warren Counties.
· non-locally produced programs.
4. Regularly scheduled series time slots may be allocated at the discretion of MVCC staff. The Series will be scheduled for a maximum of 26 weeks and will be reviewed for renewal at that time. If a series producer fails to submit new programs for more than two consecutive scheduling cycles, the remaining portion of the series time may be reassigned at the discretion of the staff
5. Except for live and series productions, no program will be scheduled until it has been completed. Exceptions may be made when the timeliness of a program is essential. A request for waiver of this requirement should be made at least one week in advance.
6. If a submitted tape is technically acceptable for cablecasting, the Miami Valley Communications Council will cablecast the tape at least once.
7. MVCC, at its discretion, will, from time to time, enter into contracts or agreements to procure programming from various programming sources.
8. For non-locally produced (NCP) programming, the requested individual program must be supplied and a “Request for Cablecast” form be completed by a person residing in an area serviced by MVCC. All tapes must be clearly labeled, with the name of the program, the exact length (in hours, minutes, and seconds), the date it was dropped off, and any special instructions. In addition, the person requesting cablecast is responsible for securing all clearances and releases for the program.
Such clearances and releases must be in writing and must be presented at the time the tape is submitted. It is the responsibility of the owner to pick up his/her tape. If the tape is not picked up within six months of the date it is left with MVCC for cablecast, it becomes the property of MVCC.
9. Anyone who requests the scheduling of a local program not produced with MVCC equipment or facilities must follow the same procedures as outlined in Paragraph 7.
The following procedure will be followed with all Program Proposals, Request for Cablecast, and Requests for Series Cablecast Forms:
· The appropriate forms should be completed and submitted to the Volunteer Production Supervisor or his/her designee.
· The form(s) will then be forwarded to the Director of Cable Operations or his/her designee.
· If necessary, the Director of Cable Operations or his/her designee will assign staff to work with the community producer.
· The Director of Cable Operations, or his/her designee will then forward the completed tape and/or form(s) to the Programming Supervisor for scheduling.
· If necessary, the Volunteer Production Supervisor will contact the community producer concerning the reservation form(s).
LOSS OF PRIVILEGES
1. Community producers who abuse or maliciously damage the equipment or facilities or who habitually return equipment late and in a disorderly fashion will lose the privilege of using MVCC equipment and facilities.
2. Infractions may result in:
(a) a warning from MVCC staff (b) temporary suspension or (c) permanent suspension. These infractions include, but are not limited to:
· Late return of equipment.
· Failure to cancel or appear for a reservation.
· Return of dirty or improperly packed equipment.
· Reserving or checking out equipment for other certified producers unless special arrangements have been made with the Production Supervisor.
· Eating, drinking or smoking in the studio, control room, and edit rooms.
· Rude or abusive behavior toward other community producers or staff.
· Rewiring edit suites without staff permission.
· Loss or damage to equipment (Compensation for losses or damage must be made before a community producer can be considered for reinstatement).
· Use of equipment for commercial or exclusively private production.
· Check-out of equipment for use by non-certified individuals.
· Attempting equipment maintenance or repair.
· Using the equipment or facilities while under the influence of alcohol or drugs.
· Presenting falsified paperwork.
DUBBING GUIDELINES
The following are basic guidelines for requesting a tape-to-tape dub or copy from MVCC.
· There is a dubbing charge for the first or any part of the first hour of dubbing time for each program requested. There is a charge for each additional ½ hour or part ½ hour of dubbing
· Producers of a program requesting dubbing are permitted one (1) free dub. The producer must supply their tape. Any additional dubs are subject to the charges previously stated.
· A tape must be provided for a dub request.
· Completion of the dub can be expected NO SOONER THAN one (1) week from the date of request.
· Payment MUST BE RECEIVED at the time of dub pick-up.
· Dub can be picked up during normal business hours – Monday through Friday, between 8:00 AM and 5:00 PM.
· The request of a dub of a program that is produced by a second party producer must include the permission of that producer before dubbing can be completed. Completion time may be delayed.
· Dubs of any city council meetings are available only six (6) weeks past the date of the meeting requested. Dubs of the Montgomery County Commission Meeting or the Dayton City Commission Meeting can be made only two (2) weeks past the date of the meeting.
· Professional care is given to all dubs completed by the MVCC. Please contact MVCC if there are any technical problems with the tape(s).
· Dub of a program that is produced by a second party producer must include the permission of that producer before dubbing can be completed. Completion time may be delayed.
· Dubs of any city council meetings are available only six (6) weeks past the date of the meeting requested. Dubs of the Montgomery County Commission Meeting or the Dayton City Commission Meeting can be made only two (2) weeks past the date of the meeting.

GOVERNMENT ACCESS POLICIES
Under the terms of the cable franchise agreement between cities of the Miami Valley Communications Council and the cable operator, channel capacity has been made available to provide direct, unbiased information to the citizens of the member cities concerning the operations and deliberations of their city government.
The primary objectives of the Government Cable Channel are:
1. To provide public service information to the citizen of member cities.
2. To increase awareness of the activities and deliberations of the legislative and advisory bodies of the member cities.
3. To increase the citizens' knowledge of their cities' various functions.
4. To assist in internal and joint training of employees.
5. To assist in internal information distribution between and amongst the member cities.
Refer to the public and educational policies and procedures for rules about training, equipment, and program content and submission.
GENERAL GOVERNMENT POLICIES
1. Public Meetings
A. All Public meetings of city legislative bodies or advisory boards and commissions are authorized for cablecasting. All meetings shall be covered from gavel to gavel and shall not be edited, subjected to editorial comment, or disconnected until completion. The camera operator will make every effort to focus on the person speaking or, during a discussion, show a wide shot of the councilor panel involved.
B. All regularly scheduled city council meetings shall be cablecast live, with two recasts scheduled within the same week. All other public meetings may be cablecast live, depending on location and scheduling constraints. Recasts will be scheduled as soon as possible after the meeting.
C. If a regular council meeting or other public meeting is rescheduled, every effort will be made to cover the meeting, although the Cable Council will not guarantee that the meeting will be aired live or that it will be cablecast on its regularly assigned channel.
D. Whenever possible, the Cable council should be notified of any changes in meeting schedules two weeks in advance.
E. If there is a need to reschedule a recast of a city council or other public meeting, the Cable Council will, if possible, notify the city clerk two weeks in advance.
F. The Cable Council will be responsible for arranging for coverage, live and/or tape, of all city council meetings. The Cable Council will arrange coverage of,' "other public meetings as requested on a first-come, first-served basis. When possible, such requests should be made two weeks in advance.
G. The Cable Council will retain tapes of a city's previous three council meetings. At the end of that time, the tapes will be recycled. Requests for copies of a city's council meeting tapes should be made before the fourth meeting. There will be no charge for copies of a city's council meetings. The city, however, will provide a tape for the copy. If a tape cannot be provided, the Cable Council will bill the city for the cost of the tape.
H. The Cable Council will not make copies of a city's council meeting tapes for any other person or organization without the permission of the city manager the city.
2. Character Generated Announcements
A. Information for character-generated announcements submitted by any of the member cities. Requests for announcements should be submitted two weeks in advance of the desired air date, except in the event of emergency announcements. Messages should be submitted on the Council's Public Service Announcement form.
B. Character generated announcements will be limited to information about government services, resources, issues, and city-sponsored or co-sponsored events and activities
C. The Cable Council may edit announcements to provide clarity and to maximize the use of the character generator.
D. Emergency messages will be given priority over all other announcements and programming.
E. Requests for emergency announcements must be made by the city manager or his/her designee.
3. Internal Employee Training
A. Requests for pre-recorded tapes to air on the government channel for employee training purposes may be made by submitting the tape with a "Request for Cablecast" form and using the guidelines outlined on page 14, section 7.B. of this manual of the public and educational policies and procedures manual.
B. The Cable Council can produce training programs for the member cities on a first-come, first-served basis. If more than one request is received at the same time, priority may be given to those programs involving more than one member city. After that, preference will be given to first-time users.
C. Training programs may be produced by the member cities using Cable Council equipment and facilities according to the public and educational policies and procedures manual.
4. Public Information Programs
The Cable Council staff will produce public information programming for the member cities. Requests will be honored on a first-come, first-come basis. If more than one request is received at the same time, priority will be given to those programs involving more than one member city. After that, preferences will be given to the first-time user.
Informational programs about government services, resources', issues, and city sponsored or co-sponsored events, may be produced by the member cities using Cable Council equipment and facilities, according to the public and educational policies and procedures manual.
We have staff on hand and information online to assist volunteers in their productions. Volunteer producers are required to take the TV Production class, then to volunteer on a production to earn equipment check-out privileges. Volunteers can gain further skills by producing a show in our studio.
MVCC is able to provide equipment to all of its producers, from those who create the simplest, single camera documentaries to full-fledged, live studio productions. As a council of governments.

History
Miami Valley Communications Council is a municipal communications and technology organization representing the eight member cities of Centerville, Germantown, Kettering, Miamisburg, Moraine, Oakwood, Springboro and West Carrollton. The council also has affiliate agreements with other Miami Valley cities. MVCC was formed in 1975 as a council of governments to monitor, regulate, and administer common cable television franchise agreements, manage the operation of the council's cable access television channels, and develop and implement intergovernmental projects designed to strengthen communications between member cities and their citizens. A policy-making body consisting of delegates representing member cities governs the council.
Funding
MVCC is funded through franchise fees paid by the cable service provider. Franchise fees are rent that the cable company pays for placing its wires over or under the public rights-of-way (streets.) MVCC uses these franchise fees to support its community access television activities, cooperative intergovernmental projects, and to explore new and changing technologies that will benefit member communities. The council, in turn, provides many services to our communities at little or no cost.
